Deterministic safety mock

A local policy mock for sensitive, client-specific, private-path, identity-confusion, secret, and action-execution prompts. No LLM, no live KB, no prompt logging.

AllowedDeterministic mock policy

Mock answer: for general insurance workflow questions, MiniKen Ops would answer only from an approved, filtered KB snapshot and cite source documents. v0.1 has no live KB or LLM attached yet.

Reason

Allowed as a general, non-sensitive query against sample KB policy.
